Asking Clarification Questions

Asking clarification questions (CQs) is a crucial part of public sector bidding. It can help you gain clearer and more specific information for you to complete the bid and to ensure that you have included everything you should in your financial model template. You do though always need to be conscious that any CQs you ask (and the associated answers) will be shared with all other bidders. With this in mind, there are a few things you need to consider when asking CQs:
  • If in doubt then ask – it could make a huge difference in ensuring you have interpreted the commissioner’s requirements correctly
  • Don’t play games – I’ve known some bidders try to throw others bidders off the scent by asking silly CQs – this is a waste of time and you have more risk of harm by annoying the commissioners
  • Don’t not ask a question to spite other bidders – I’ve also known bidders do this and they’ve not asked a question they are unsure about because they didn’t want others bidders to know – this helps no one and runs the risk of you not getting your bid right
  • Ask CQs as early as possible – sometimes commissioners can take a long time to respond to CQs, so make sure you get them in as early as possible so that you can adapt your bid to any relevant answers, well in advance of the tender deadline
  • Keep a clear log of CQs and ensure all those involved in the bid, including Subject Matter Experts, have the chance to ask CQs and provide input
